1. Combine the potatoes, 1 tablespoon of oil, garlic, rosemary and salt in a large bowl.
2. Spray and coat two 15-in. x 10-in. x 1-in. baking pans coated with nonstick cooking spray.
3. Pour the mixture evenly into both pans.
4. Bake, uncovered, at 450 degrees F for 25-30 minutes or until the potatoes are tender, stirring every 10 minutes.
5. Combine the vinegar, mustard, sugar, pepper and remaining oil in a small bowl until smooth.
6. Squeeze the roasted garlic into the vinegar mixture (discard skins).
7. Pour over the potatoes and toss to coat.
8. Sprinkle with onions.
